A user is anyone that has access to your company.  To access your company a user needs a user name and password.  On the Contact/Customer page select the box to invite this contact/customer to join your company.  An email will be sent with a link to your company and a unique user name and password.

Level 1 is the default access level.  For greater access to your company you need to edit the user access level.  See Company Setup.
