Any user may be added to the Assign Page.  (See Company User Access page.)  Any user on the Assign Page may be assigned to any ticket.  When you assign a user to a ticket, that user now has access to the ticket.

Techs, subcontractors, installers, drivers, sales people, etc. can each be setup as users.  These users can be setup to appear on your Assign page.
